Stroger appointee Rupert Graham quits as Cook highway chief

The superintendent of Cook County’s Highway Department, long seen as a dumping ground for waste and patronage hires, is stepping down.

Rupert Graham, named to head the department by former County Board President Todd Stroger in 2007, will leave Aug. 1. Officials say he's departing for personal reasons, thought current Board President Toni Preckwinkle wouldn't elaborate on the move.
