Illinois House Speaker Michael Madigan is criticizing the governor's no-layoff deal with a major state-employee union. The Chicago Democrat says Gov. Pat Quinn was wrong to negotiate a deal last year that promised no layoffs in exchange for concessions from the American Federation of State, County and Municipal Employees
